Detailed PO Costing Report - OTBI vs. BIP?

I believe a BIP report will be required to meet the requirements as defined below, but I wanted to first rule out OTBI as a possible solution tool.

I have a client reporting requirement in which they want a report that shows all POs regardless of the open/close status or if it is a costed/expensed PO. See the table below for the key report requirements, grouped by whether the requirement relates to a costed or expensed PO line.

I have tried solutioning via OTBI, but am running into issues. The Costing - Standard Cost Real Time subject area only shows costed open PO lines. The Procurement - Procure to Pay Real Time subject area shows both costed and expense PO lines, but with no cost info. While trying to combine the 2 subject areas, the output is still incomplete.
