Oracle EPM Cloud Planning - Period Dimension Member Blank Despite being Available for Cube

In Oracle Cloud Planning, I am experiencing an issue where a few period dimension members can be pulled up in SmartView and in Data Management but cannot be actually loaded to. Has anyone ever experienced this issue? The period dimension members are available to the cube I'm targeting and included in the global and application period mappings.

Below is a screenshot of the issue I get in SmartView. PI_2026 02 is blank and doesn't allow any data to be manually submitted.

Despite not being available for data entry, I can pull it up in executing the rule, but the actual data load rule fails and produces the following error:
