Welcome email will trigger to new joiners eventhough SSO is enabled in the oracle fusion hcm?

Summary:

One of our client mentioned that Users are not getting Welcome Email. but we checked all the Configurations and everything is fine. They configured SSO. is there any chance due to SSO enablement users are not getting Welcome Email to Reset their passwords.
