Mandate Both NID's - PAN and AADHAR for India

Hi All,
Need your expert opinion on one requirement.

For India - We need to mandate both NID's in the system. i.e. AADHAR and PAN both are required.

The data entry point is from ORC, where the NID business object is made mandatory, hence if candidates enters even one the system allows them to proceed.
Now we want to put the validation for PWK's and employees in core side.

Tried using AutoComplete rules and VBS. Both seem to be NOT FEASIBLE.
For AC Rule: An object validation rule, we are not able to validate across two rows f the same BO.
