Can we have scenario-based journal approval flow in FCCS

Summary:

We have a requirement where Journals are getting created in a separate scenario through integration. now these journals needs to be posted after the load.

Since there are specific users who handles the data load they are not able to approve journals after submitting and someone should approve so that they can post.

Is there a way to handle this - same user need to submit , approve and post.

Note : we cant assign system admin access.
