Person Management View Only for Self and Transactional for Other

Hi All,
We have a Data Role where one can View Own Record and also have Transactional Privileges on Person Management screen. This View Own Record is mostly for few reports where own data should also come in those reports. The issue now is an employee can transact also on his own data. Promote himself or give himself a raise.

Is there a way where we can keep this View Own Record in data (mainly for reports) but from UI - Person Management either one cant search himself OR better if he search he redirects to a View Only Assignment screen, like below
