Is it mandatory all instances to be in same version while deploying VBCS changes?

Summary:

While deploying VBCS changes to other instances like TEST, PROD is it mandatory that all the instances to be in same version?

Example: we started some of the Core HR pages Redwood migration when the dev instance was in 25D, now the dev instances is updated with 26A, however the PROD is still in 25D. Should we wait till the PROD also upgraded with same version to deploy the VBCS changes?

Any suggestions please?
