Learners are Reassigned Courses even though they have Completed

Learners are Reassigned Courses even though they have Completions, via an initiative configured for learners to be "never expires" and exempted from retaking.

There is a Course which had a Learning initiative which is Inactive now. The initiative had option to retake the learning on the assignment due date. Learners are selected manually. Around 500 Learners have completed the Course.

A new Learning initiative is currently active. The initiative has option to exempted from retaking for already completed learning. The learners are selected via Analysis. Analysis are created for Workforce Management - Worker Assignment Real Time. The Analysis has the Learners who have already completed the Learning.
