Custom Criteria in the person security profile is not working in Person Management

The custom criteria in person security profile we have built to restrict salary data of a group of employees is working on Change Assignment Redwood page but not in Person Management page.

Approach followed:

Job Role1 - All privileges excluding Salary

Data Role1 - For the above job role with View All people person security profile

All good until here, logged in user is able to see all the employees all details excluding salary data

Job Role2 - ONLY salary specific aggregate privileges

Data Role2 - For the above job role with person security profile using custom criteria to restrict a group of employees
