National Id Type in vbs business rules

I'm trying to build a business rule in Personal Details as to keep visible the DFF segments if a specific National ID Type is selected.

The otherwise rule has National Identifier Attributes marked as Hidden as can be seen from below screenshots is always defaulted.

If I replace in the if rule the National Id Type with Country, then the rule works as expected.

Has anyone faced this sort of issue and how was it resolved?
