Unable to add Deliver to location condition

Summary:

I am trying to add a condition the accounting rule for charge account based on the deliver to location value. When I validate, I get this error
he value WH-**** isn't defined in the value set or lookup type that's assigned to source Deliver-to Location. This deliver to location is a valid value used in the PO.
