Security profile to restrict access on HR Offer Letters or Job Requisitions

Summary:

We have a requirement to restrict recruiters from viewing HR offer letters or job requisitions. Only the TA Manager should have access. I tried building a security profile around this but it is not working as expected and recruiters can still see HR offer letters. How can I build a security profile to meet these requirements?
