How to control the downloading of .dat files with attachment from document records UI

Hi Team,
Currently, when business users are trying to download the document of records files (attachment) from the document records or mass download of document records screen, the system download the .dat metadata (HDL) files along with attachments. The HDL contains lot of sensitive and technical information for which the business users are not the intended audience. 


How can we control this security, so that there would be control to download only the attachments instead of .dat(HDL) and attachments from the document records screens. Also, if we have any option, where we have the flexibility to enable and disable the feature of download .dat files as per the users, so few users would be able to download the both where as non-intended users would only be exposed to attachments.
