Procurement Contracts Fulfillment name

Hi community

Trying to set Enterprise Buy Contracts to generate CPA in Purchasing. Contract type: Agreement, no lines. All went well until Fulfillment Name is empty and can't be edited, which triggers the error for Contract creation action. What am i missing?

Manually the is no problem to create CPA and it is numbered automatically
