Is Address validation mandatory in USOPTE

When we move to USOPTE, is it mandatory to validate all work location addresses or can payroll still work with existing City, State, county zip calculation.

We have number of placeholder addresses which we receive from 3rd part application. If we turn on the Address validation flag on HDL load then these addresses will error and will not load as their address line 1 is a placeholder line. However these addresses have validate state, county, zip information. Hence wanted to know when we move to USOPTE, is it mandatory to validate all work location addresses or can payroll still work with existing City, State, county zip calculation.
