Missing Role/Privilege for Viewing Payments

Summary:

I have created a custom role for viewing payments under the Payables Tab. I can navigate to Payables and go to the Payments screen just fine. However, when I do a query for any payment, I get nothing back. I am certain there is a missing privilege but I just do not know what it is. I have included all of the roles/privilages on my custom role. Does any know what I am missing? Some of these might not even be needed.
