Groovy String Issue In Calc Script IF

Summary:
Running into an issue where we are trying to @SHIFT values based on an average receipt date. In the Working image below the @SHIFT is working and moving the values correctly. In the Not Working image I am trying to add in boundaries to where the data gets shifted but as soon as I add the AND to the IF it just wipes out the data and doesn't move it. Has anyone had these issues with Groovy? I haven't seen this in our other planning environments that are still on non-21C essbase version. Any ideas as to why the Not
