custom business rule not yielding expected results

Summary:

I am trying to write a simple business rule to take many discontinued entity balances and add them up and store them in a single new entity.

The rule I wrote is not generating anything and executes much too quickly. I only want this to apply to forecast/working as actuals have already been reclassed to the stored new member (i.e., ENT_13100).

Any help would be appreciated.

Entity is sparse dimension.
