Is third party evaluation possible through integration in RFQ

Summary:

Hi,

We have requirement that Client wants to make their evaluation of RFQ outside fusion or from a person who are not employee/user in fusion.

Use Case: Once RFQ is closed and Open for scoring a person will receive a link. Will evaluate and then data come to Fusion.

According to me looks not possible as user must have registered as user (Email) to send link. However, please let me know your comments if its possible and has anyone done it.
