Employee able to see attachment uploaded by manager prior to Share & Release of performance doc

Summary:

Employee completes self-evaluation and submits it. Manager then completes their evaluation of the employee, uploads an attachment and submits it. The document has not been shared and released with the employee yet. However, the employee can view the attachment uploaded by their manager. They are not able to see the manager evaluation (which is expected per our configuration). However, they should not be able to view the attachment either. How can we prevent this from being displayed to the employee prior to 'Share and Release' of the document?
