Can project administrator role transfer project expenditure

we are implementing PPM and debating the best role for administration of projects. We need a role that can transfer project expenditure at business unit and ledger level access. We were thinking of the project administrator role but seems it does not have that privilege. Any information/tips would be most helpful. thanks
