Gender Identity is showing blank from ESS login when the given gender identity value is end dated

Summary:

We had end-dated few gender identity values (eg:Female/Male/Transgender) and those values were end dated on 30/09/2023.
For example if the existing employee has the gender identity as Transgender and later on 30/09/2023, the value Transgender is end dated. Now from Admin and HR login, we are able to see the gender identity value as Transgender for that employee from person management but were as when logged in as Employee( ESS) the employee cannot see any gender identity assigned to him and is showing as blank.
I am assuming that, as the Transgender value is no longer active, it is showing as blank for the employee. But why the behaviours are different between the HR user and EE user.
