Can administrator query team compensation information for employees not in their management chain?

Summary:

We have a requirement wherein the Team Compensation Advisor Agent (26A needs to be repurposed for a compensation administrator. Team Comp Advisor agent only answers questions pertaining to your direct/indirect reports, however the client needs the compensation advisor to get the comp information for everyone in the organization (employee's not in the hierarchy) for the comp administrators.
