Ability to prevent Project Approval,if an approved Budget not available

Ability to prevent Project Approval,if an approved Budget not available

HI Team,

Is there any ability /possiblity to prevent project approval and activation if an approved budget is not in place for a Project.

Ex:

1.Project A created in Draft Status

2.Project A has no Approved Budget version.

3. Project Submitted for Approval

4.Project Approval work flow ,should throw an Exception as approved Budget is not available.

Similarly ,if Project Has Approved Budget ,it should got through approval process and Project status change to Active/Approved status.

Could you Please advise ,if any apporach.
