Cannot find staff under "Identify Resources"

Summary:

I have an issue with the existing staff in the training environment: I cannot find any to Identify as Resources in the system. 

I guess that it is because the HR help desk has the extra layer of security to ensure no HR data is seen by agents outside HR, and it is a combination of job + data role + resource role, since in our organization we currently have one dummy job for everyone, that’s why we cannot find them as resources. 

And even if we did create specific data and resource roles, if we add them to the dummy job that we currently have worldwide, the system would still not know how to segregate the information for dummy job + data role 1 + resource role 1 vs. dummy job + data role 2 + resource role 2.  Am I correct?
