What is the meaning of Pre-Draft status in supplier registration report

in Purchasing

Hi,

We are facing an issue that I get Vendor Request Number at the report with Status PRE_DRAFT but at the Fusion screen I can't see that request number. Any idea what the meaning of this status? and why I don't see it?
