Skills Library Administration does not contain WLF_MANAGE_SKILLS_LIBRARY_DESCRIPTION
Summary:
In the above document, it states that in order to run the description agent, you need to have the privilege WLF_MANAGE_SKILLS_LIBRARY_DESCRIPTION, which is added by default to the Skills Library Administration duty role. This duty role is then inherited by the Human Capital Management Application Administrator role. I want to verify the validity of this documentation due to observations in the oracle demo instance pods, client pods, and company pods.

We do not want to create a custom role to access this functionality and planned on using the Human Capital Management Application Administrator role but are not seeing that as a viable option right now because the Skills Library Administration role does not have the WLF_MANAGE_SKILLS_LIBRARY_DESCRIPTION privilege. Both pods below are fully set up on dynamic skills 2.0, one of which being an oracle vision pod.
