How to restrict access to HCM Extracts?

I have a requirement to limit access to custom HCM extracts by user cohort. Specifically, Group 1 should only have access to a defined subset (Set A) of custom HCM extracts, while Group 2 should only have access to a different subset (Set B). I attempted to configure this using the Payroll Flow Security Profile, but the users continue to see all custom HCM extracts within the Submit Flow quick action. Can this level of restriction be implemented?
