View National Identifier when Rehire

Summary:

When an HR Rehire an employee, he can't see its National ID, until the process is approved and the Rehiree is in the HR scope

Our needs is to see the National ID during the Create work relationship process. I tested with my user View all and I can see it, so it's seems like a security configuration to do

I tried to change the data security policies of my HR custom roles to "All values" in the condition, but the HR still facing the issue

Any help on this topic please ?
