ORC – Multiple Agencies Submitting the Same Candidate on Different Job Requisitions

Hello everyone,

We are currently facing a functional limitation in Oracle Recruiting (ORC) and would appreciate your insights or best practices.

Business context:
We are working with multiple external agencies. Each agency is assigned to different Job Requisitions.

Example scenario:

• Agency A submits candidate X on Job Requisition 123.
• Agency B is assigned to Job Requisition 789 and wants to submit the same candidate X.

Current behavior:
When Agency B attempts to create the candidate, the system prevents the creation because the candidate already exists in the database (email-based deduplication).

As a result, Agency B cannot submit the same candidate to a different Job Requisition.
