Use Help Desk Gen AI Assistance for Employees not working for users

I've followed the steps outlined in the release notes for "Use Help Desk Gen AI Assistance for Employees" in the 26A release.
However for the end users the agent is responds with "Sorry, the assistant is unavailable right now. If the issue persists, contact your help desk." once the user asks a question.
The agent is however working for me as an admin.
The end users can interact with other AI agents without issue.
