Do not edit segments in the OCs

Please help with the following:

When buyers are asked to make a purchase but no longer have the budget, they often transfer it to another account that does have available funds so the purchase order (PO) can be processed. It is required that, when generating POs, buyers cannot edit the 'ACCOUNT' and 'ANALYSIS' fields. Is this possible?
