HDL Error Updating ActivityAttemptActualEffort for Completed Record

we are trying to update ActivityAttemptActualEffort via HDL using LearningRecordActivityAttemptV3 for a learning record already in Completed status.

The HDL file load goes into error when attempting this update.

Can you please confirm whether updating ActivityAttemptActualEffort for a Completed record is supported? If not, is there a recommended workaround?
