Has anyone considered a code rewrite from Oracle WebLogic for OCI to VBCS?

Summary:

We currently use 3 Development tools, Oracle WebLogic for OCI, APEX and VBCS that support 20 extensions. We have 4 older Oracle WebLogic for OCI extensions that are considered "stable" and are trying to justify the cost to do a code rewrite to VBCS (allowing us to consolidate from 3 to 2 development tools). This will us to focus developer skill sets away from older (harder to find OWL4OCI) to the newer tools designed for Cloud ERP / UI Redwood fit.
Management prefers "Stable" without the risk of taking on a code rewrite.
