Employee not able to delete a payment method created on the same date

Summary:

We are seeing this message when an employee tries to delete a payment method on the same day it has been created. However, an HR is able to delete the same Payment Method via Personal Payment Methods page. @paymentmethods

I added the payment method on 23/02 and tried to delete on 23/02. However, the error message states the date 22/03 is not between 23/02 and 31/12/4712.

Not sure why it's picking -1 date while deleting for employee.

RangeEndDate XXXX-XX-XX must be between start/end dates of selected row: XXXX-XX-XX/4712-12-31.
