26A: Recruiter can now add an applicant even when the configuration is set to not allow

Summary: It appears that a change has occurred with 26A. A recruiter can now add an applicant to a requistion even though:

  1. The job req is unposted
  2. The "Allow Candidates to Apply When Not Posted" is unchecked

We have had two recruiters test this with different reqs and different applicants, same results.

Anyone else seeing the same?

@oracle is this working as designed with the application of 26A?
