Articulate Rise and Attempt Status

My company is implementing Oracle Learning this summer, and we are performing testing of our online course content, including zip packages for Articulate Storyline and Rise. In our testing, we continue to always see Completed attempt status as "Passed" - even on Articulate zip packages that do not include a quiz or test. Is this expected Oracle Learning behavior that attempt would always be Passed or Not Passed? Would that never say just "Completed" for the attempt?
