Subscription pricing based on Bill-to location

Summary:

We have a requirement, where for every customer, each Bill-to site should have a unique price of the item.

We followed the steps mentioned in the Oracle note FA: SCM: Pricing: How To: Assign and Apply a Price List Based on Bill To Site (Doc ID 2270317.1).
But, this note has the option to assign only for certain specific Bill-to's. Our requirement is not to have any filter of the sites.
