26A Redwood: Unable to search employee on Assign Learn

Some users are unable to search employees on the Assign learning Tab. Are we missing some security roles possibly?
Accepted answer below but please note:
it worked BUT we have a custom learning and custom HR role on all learning admins. I had to make the change to BOTH of them to work as well as change the security profile to all people on both. Thank you for sharing this!
