Why Is the “Provide Feedback” Action not included in the Standard Hiring Manager Role?

We noticed that the “Provide Feedback” action is not part of the standard Hiring Manager role. We had assumed this feature would offer managers a convenient way to submit feedback directly from the candidate profile. What is the intention behind this functionality if it is not designed for the Hiring Manager role?
