Do we need to change the earnings accumulated transition date while testing USOPTE in test

Summary:

We are testing USOPTE and here are few steps we took. My question is before running the payroll under USOPTE do we need to set the EATD date before running payroll on USOPTE

  1. Ran all the necessary payroll flows and reports necessary for validation
  2. Enabled all the steps for USOPTE except EATD.
  3. Now question is here: Do we need to enable EATD before running the payroll for testing in non PROD.

We currently do not intent to validate address in final mode and enable Tax jurisdiction card. As per my understanding only after that is when USOPTE starts using the tax jurisdiction card for tax purposes and then the EATD matters. At this stage we can simply use the (Before EATD: Address-derived) approach for testing. Correct?
