Cost elements are not considered in work order completion event in cost distribution

Summary:

We have a work order for ATO model and has multiple cost element added to component, but at WIP completion we are seeing only Material and elements are booked as variance (Material Rate variance) at work order job close instead to be added into FG Item cost

Can we know the reason why system not considering element to calculate FG final cost and generating Material Rate variance

Can someone please answer when this will happen or this behavior is correct or not Our expectation is to get total cost including material + all overhead.
