Learning completion is defaulted to UTC time zone for learner self-service

By Default, learning completion is showing in UTC time zone to learner.

Is there a way to display the time based on the server region without updating set preference?

If a user completes the course in INDIA then it should show completion time in IST. if learner completes the course in US then it should show US time zone (CST,EST,PST) etc.
