Learning records - courses without any enrollments

Summary:

I have just found out that the learning management real time subject area will be deprecated so we need to rebuild our report using the learning records subject area. The requirement is simple - to list all available courses available in the system.

When rebuilt using the second subject area, it only lists courses that have been assigned to a learner. How can we continue to report on courses that do not have any learner assigned to it ?
