How to load worker.dat file after pending worker to generate employee work relationship

We are in an ORC implementation project, after HR CORE is lived and we have an interface where Oracle HCM is the slave, meaning that hirings are sent from payroll system to Oracle HCM. Now we have to introduce the step of the recruiting process prior to the hiring and the conversion from pending worker to employee is not done directly on Oracle using the standard process. ORC would send candidate information to payroll system, and the hiring movement will be sent from this payroll system again to Oracle. The idea is to not modify the current interface from payroll
