Roles for Remove Person Information using REST API

We are attempting to use the REST API for Submit Remove Person Information
(/hcmRestApi/resources/11.13.18.05/removePersonInformation/action/submitRemove).

The user invoking the REST API has been assigned the roles listed below; however, we are encountering a 403 Forbidden error. Could someone please advise on this?

Use REST Service - Remove Person Information (ORA_HRC_REST_SERVICE_ACCESS_REMOVE_PERSON_INFORMATION)

Load Data using HCM Data Loader (ORA_HRC_LOAD_DATA_USING_HDL)

Upload data for Human Capital Management file based Import (HCM_DATALOADER_IMPORT_RWD)

Generate Remove Person Information File (ORA_HRC_GENERATE_REMOVE_PERSON_INFORMATION_FILE)

Use REST Service - Data Load Data Sets (ORA_HRC_REST_SERVICE_ACCESS_DATA_LOAD_DATA_SETS)
