Is there a known limitation with Workflow Agent templates when published to Teams?

I am attempting to extend the Oracle-provided Workflow Agent templates in AI Agent Studio. When I copy the standard template and publish the new version, the agent fails to respond or execute its workflow,

Steps Taken:
- Copied the seeded Workflow Agent template to a new Agent Team.
- Verified Tool bindings and Prompt references (updated tool names to match suffixes).
- Published the Agent Team.
- Assigned relevant security roles (FAI Runtime Duty).
Symptoms:
- The agent is Unable to process" error in the chat interface.
- facing the same issue in all the workflow agents
