Procurement - Procure To Pay Real Time subject area: No data showing for Invoice Measures

Hi,

OTBI report has been built using "Procurement - Procure To Pay Real Time subject area" with invoice measure fields. Few users able to see data from invoice measure fields whereas few users are unable to see. We figured it out that there is difference in roles issue. As per Oracle documentation, users should have below job roles and duty roles, but client doesn't want to give Accounts Payables related roles to Procurement team as they can modify the invoices in the system. Kindly let me know how to achieve "all users should report data with "invoice measure" fields? is there
