How to migrate application messages via FSM in oracle fusion

Summary:

I am looking for help for Application message migration using FSM. I have created the implementation project followed by configuration package but when I choose application messages/Manage messages task then there is no option to choose the scope. + icon is disbale for me. Can someone please guide on this that from where it can be enabled or is there any role is missing.

Surprisingly , I have earlier also migrated the messages using FSM and I was able to choose scope but not now.
