Can Rules for a BPA be configured to include both approved and unapproved requisitions?

Hi,

We are having an issue with our BPA's where on occasion requisitions are not being approved in a timely manner, then further requisitions are raised and approved, so that by the time the original requisition is approved the value of the BPA has been consumed, and they sit in a state of incomplete.

Is it possible to configure the approval rules for BPA's to take into consideration both approved and unapproved requisitions, so that those that aren't approved in a timely manner can be completed once approved?
